An eco-village is only virtuous if it's measured: many eco-communities claim a positive impact, few prove it. Ecopact 9 gives a framework to measure it — from global planetary boundaries down to daily gestures.

The framework was delivered; the next phase wasn't. Measuring day to day needs a pilot site, instruments, and someone to sustain the follow-up over time — and that phase found neither site, nor funding, nor a lead. Volunteer work stops where an organization would be needed.
